Employment discrimination in civil service and April 11 meeting, 1969
On the agenda were minority and ethnic representation in employment by public agencies. Various representatives presented statistical data about the numbers of minority workers employed in their various departments or city agencies. The general impression of this meeting was a back-and-forth exchange of attack and defense, related to the minority perception that not enough progress was being made to increase the representation of minority groups in higher education, offices of city government, and the public school system. Both the school administration and the Civil Service Commission, however, put forth a request for help from minorities to determine why there was a lack of progress and what needed to be done about it.
The meeting ended at around 02:29:00 on the audiotape, and another meeting commenced. The date of the second meeting was April 11. The discussion was concerned with the role of the Parent Teacher Association, its lack of power, and the need for the schools to be more open to the PTA's serving in an advisory capacity with input from parents. The meetings were moderated by CIC Executive Director Carroll Waymon, and his voice is often the first one heard in the audio recordings of the meetings. While the tapes themselves are the minutes, a summary of the March 28 meeting consists of 6 pages of stenographic- notebook paper on which are handwritten lists of tape-recorder counters (003-578) with the names of speakers and a few other notes. The April 11 minutes start on page 7 and are represented at CIC_REEL005_002.
