This mimeographed memorandum to "PSC," from the Los Angeles district staff of The Communist newspaper staff, describes goals for developing the newspaper. They begin with the "Iskra principle," stating that a newspaper is "our primary means to struggle for unity" within the Communist Party of the United States (CPUSA). The pages bear witness to their confinement by a prong paper fastener.
