This letter is to an attorney in the case of a man mistakenly believed to be and tortured for being a member of the Movimiento Revolucionario Tupac Amaru. It substantiates Davies' credentials as an expert witness on Latin-America and describes his analysis of the case. He reports that it was a "miracle" that the petitioner survived.
