Between a California Supreme Court decision in 2008 allowing same-sex marriage and the success of Proposition 8 in November that banned it, gay marriage was legal in California. These unidentified members of the clergy raising their hands and speaking into a microphone may actually have been marrying people with licenses. The venue is most likely Balboa Park, since Pride festivals are held there.
