Opened in 1938 as the San Diego Civic Center, the building complex appearing in this black-and-white picture postcard is in 2013 the San Diego County Administration Center. A ship can be seen in the harbor across the road and a parking lot from the building. Although the address in 2013 is on Pacific Highway, the set of buildings backs onto North Harbor Drive, the nearest thoroughfare to San Diego Bay at that point. Aside from a building designed by Samuel Wood Hamill (1903-1989), the site also features a sculpture by Donal Hord (1902-1966), "Guardian of Water." In the background at the top toward the left is the El Cortez Hotel.
