While others may complain of slow mail, Cowan is convinced that mail for the Merchant Marine is transported "by cross eyed homing pigeons." He sends regards to members of the Phi Lambda Xi fraternity. This Victory Mail form was sent by regular mail instead of being microfilmed and developed for delivery as usual.
