The speaker introduces Faye Mensch, legislative representative for the American Association of Retired Persons and the National Retired Teachers Association. She names several other contractors for the United States Title IX program (the new Title V). The Congress has increased the budget and eligibility (a means test) for the new Title V programs. Next is Frances Hamilton, an educational specialist at the Bureau of Occupational and Adult Education.
