This is the B Street side of the property (fronting on 23rd) that first housed what became The San Diego LGBT Community Center. This photograph could be from the late 1970s. The move to Fifth Avenue and Robinson came in 1980, the move to Normal Street in 1992, and to Centre Street in 1999.
