This document was delivered to an United States Immigration Court to substantiate Davies' credentials as an expert witness on both Latin-American and LGBTQ issues and describe his analysis. He reports that he had "been asked to serve as an expert witness in ...political asylum cases...[including testimony] on behalf of homosexual and transsexual males and females." Although the person involved here is not gay, his illness with HIV/AIDS results in his being perceived as such, so facts relevant to this case, with the name concealed, begin at paragraph 24.
