Garry Meeker's name is written at the top of this unsigned letter. He complains that promotions are only for "apple polishers." He reviews his last seven months, which he started "with the intentions of becoming a qualified cadet instructor" in aircraft engines. But when he passes he is not promoted or given a position involving aircraft engines. Because he can type, he is in a clerical pool in Arizona.
