This is the first issue of C/O: The Journal of Alternative Human Services, published by the Community Congress of San Diego. It was created to facilitate discussion on all issues of alternative human services. "Most of us," the journal explains on page 4, "are servicing the people from a street agency or an alternative, traditional, or government agency."
