One of CIC's primary activities was to hold biweekly meetings called "community dialogues" to discuss broad issues such as racism, police sensitivity, education, and employment discrimination within the city of San Diego.

This audiotape includes two separate meetings, the first a meeting of the CIC's Steering Committee, which met briefly to discuss the future role of CIC, and whether it would become a "coalition" with various task forces selected to carry out specific actions decided by the group. The committee hoped to quickly engage the growing number of citizens who had expressed interest in volunteering their time and talents to the issues of racism and discrimination in San Diego. This meeting ends at 00:38:00. Following this is the regular meeting of the full CIC. The agenda topic is the continued debate around the future direction of CIC. Some city officials were against moving toward an action group, as they felt they couldn't speak for their various departments and offices; others felt that the original intent of the CIC to serve as a platform for dialogue should be preserved. Lastly, many expressed frustration at the lack of action and were no longer content to just talk about the issues. In the middle of this discussion, Waymon stopped to acknowledge a group of distressed women and children who had shown up due to a housing crisis precipitated by an eviction notice they had received, and various members of the CIC assisted them in resolving their issues with the property manager, who was also present.

The meetings were moderated by CIC Executive Director Carroll Waymon, and his voice is often the first one heard in the audio recordings of the meetings.
