This a real photograph, in sepia-tone with no markings except those that identify it as a postcard (no stamp box) on the back. It is a street scene of a downtown area that includes one sailor among people in civilian costume, a bicycle and an open-air automobile. Nearly every building is hung with flags. Presumably the city is San Diego, since this part of the postcard collection deals mainly with representations of San Diego. The US Post Office only allowed the messages on the back of the card (like this one) starting in 1907, so this card must have been manufactured after the change in postal regulations in that year.
