Rosener was a member of the South Coast Regional Commission California Coastal Zone that was created by Proposition 20, and faculty in the Graduate School of Administration at University of California, Irvine at the time of interview. She was 43, had been married for 21 years, with 3 children. Her Bachelor's degree was from UCLA in 1951. She returned to school at the University of California, Irvine in 1957 for 2 years of grad work, then went to California State University, Fullerton, to finish her Master's in political science in 1968. She was born in Los Angeles, lived there until 1951, moved to Pasadena in 1959, then moved to Newport Beach. Her husband was a native San Franciscan, his Bachelor's degree from California Institute of Technology, went back to school at Stanford to get a Master's in 1950, and became president of an aerospace company. In 1963 he resigned because the company merged and moved to New York, and the family did not want to move. She became active in the formation of the local League of Women Voters and went back to school in Irvine because she felt the need of more education. The interview was conducted at her home in Newport Beach, California for the San Diego History Research Center at the California State University, San Diego.
