This is probably Matilija Creek, that runs along the Maricopa Highway (California Route 33), which led to Wheeler's Hot Springs until its closure in 1997. The springs were named for Wheeler C. Blumberg, who discovered them near the north fork of the creek in 1888. The publisher's number 13171 is in the left bottom corner of the white border, preceding the title. This is a "Phostint" card trademarked by the publisher.
