Carter, Wesley E.
Captain Carter is the squadron commander of "a dive-bombing unit" (the 308th Fighter Squadron) that includes Earl Mundell and John Findley. They received one newsletter and would like to receive any available back issues. Most likely "Blythe" means Blythe Army Air Field, used for training. Captain Carter was killed on September 12, 1944 at Ottersleben, Germany.
