These cones have typically been how salt was mounded for drying, beginning with the New Liverpool Salt Works in 1885. Their operation was destroyed when the Colorado River flooded and burst thorugh a head works for irrigation canals in the Imperial Valley. This salt mine may have belonged to the Standard Salt Company that began operations in 1901. This card has damage that shows up on the image as white blotches.
