Dear Sir:-
I have your favor of the 23rd inst.
We have stopped receiving quail from Mexico.
I should like to inquire, however, whether the question was put squarely before the Board in this way. Suppose we go to Mexico and purchase quail there, pay the duty, and bring the game here, are we then liable to a penalty? The quail were never in the United States when alive, and if we make the proper entry, would not that relieve us?
