For the largest newsletter to date, with letters only, Post explains the process of selection of letters for printing and the "rule about not referring to marriages, engagements, etc., ... This is a war sheet, not a society page." (This rule was often broken in later issues.) He says there is no order "except that Wally McAnulty usually comes first." The first Victory Mail letter is also the first from India.
